There are whole areas of apps that I consider sketchy. Cryptocurrency, for instance, is wall-to-wall scams and fraud. VPN apps are too often privacy-diminishing and for little or no security benefit. Some of the available “system maintenance” apps—add-on anti-virus apps, add-on cleaning apps, etc—can be problematic at best. Some of the password apps and “secret” storage apps have disappeared with little or no warning, leaving their users without access to their passwords or without their secrets.

But with some app purchases, the buyer doesn’t even want to hear about these responses.

As for your own security and data privacy, consider an update to iOS 15.6.1, as earlier versions of iOS are known to have issues.

Any such reporting service would be used primarily by the scammers to harm their legitimate competitors. It is only the scammers who have the money and resources to automate those campaigns.

At one point I wrote a comprehensive guide to identifying scam apps in the App Store, but I can’t find it now. It is a difficult problem. If Apple restricts the App Store, they will get a ton of bad press. There are many people who have made careers out of generating bad press for Apple and they will spin anything Apple does in a negative way.

It is up to users to research the developers of apps and reach their own conclusions. All the information is there on the App Store page. All people have to do is click the links. But for most people in the modern world, merely clicking a button, let alone doing a Google search, is way, way too much effort. So why should Apple waste its time providing still more information that nobody will bother to read?
