I am using the most recent iOS version on my iphone and I like the built-in VPN. Sadly, I must go into settings to turn it on. It’s not like turning on BT, data or Wifi. Also the Shortcuts app doesn’t offer anything like it. Is there a way? Thanks

A custom shortcut set up to be triggered by a Double or Triple Back Tap can open the Settings app or get you to the VPN Settings pane directly:

URL action with: prefs:root=General&path=VPN

Thank you. There’s still a problem with the shortcut. It opens General settings page. I also downloaded from your provided link the shortcut and it too, when clicking on VPN, opens just the General page. Don’t know why, maybe it’s just broken by Apple itself.
My bad, iOS doesn’t come with a VPN. I noticed by digging deeper in the setting that another app installed was the one with a ✔️, meaning in charge of VPN functionality. When uninstalled, I had no VPN in my phone settings anymore. There are fields to add a VPN server manually but this is beyond my needs, so I guess if I want VPN I have to use an app and turn it on off there. I reckon my ticket is solved. Thanks
