I bought a second hand i pad mini 4 online it came today and it is locked to me via prvious owners apple id
When i tried to ask him for help he blocked me and vanished ...help i just payed a lot of money and i cant use it

If you can't reach the previous owner whose ID is on the device and have them go to https://www.icloud.com/find/, erase the device, then remove it from their account, then the device is useless. Apple won't unlock it.

Activation lock is a theft deterrent system, one of the best theft deterrent systems out there. If you cannot reach the previous onwner, you cannot use the iPad
