syncing contacts with Outlook and iCloud

I just realized that contacts that I add to my iPhone are not syncing with my Office365 contacts on my PC. I don't recall doing anything that would have stopped this from working.

I have iCloud installed and from what I can see the contacts are not being copied there either.

Any ideas?
