I have deleted everything I can. but my iPad with 32g of storage is using 27g for iPad OS and system data. Doesn't apple have a way of clearing out some of the crap. I've done everything recommended, and more.

When this happens, the best way to clear other is to backup your iPad, then restore it from backup. A 32GB device is woefully inadequate in today's world. Apple doesn't sell any device with less than 64GB and even that is too low.
