From the Green Dot Apple Cash agreement:
“… If you conduct a purchase transaction in a currency other than U.S. dollars, the merchant, the payment network for the Apple Cash Card, or other association that processes that transaction may convert any related debit or credit into U.S. dollars in accordance with their then current policies … “

Given such a broad license, I’d be surprised if they didn’t.

Goldman Sachs Bank issues all Apple cards. You can use it anywhere that accepts credit/debit cards.
Apple does not charge foreign transaction fees.

Apple charges no fees for the use of Apple Pay (the no-contact NFC-based payment method).
However, your bank may charge international fees, as Apple Pay is just a way to use your card at a payment kiosk.
I should have been clearer, this is NOT an Apple Card (which I know has no fees), it’s the ApplePay based “Apple Cash”.

Apple does not charge any fees for using Apple Pay worldwide. And as I know, Apple does not convert currency itself.
