My Apple Music app is acting up on my Mac. Is there a way to uninstall the app then reinstall without losing all the music and playlists

No. The only way to refresh the Music app would be to reinstall your operating system. Try holding down option+cmd as you launch Music which will open it in safe mode. This may sometimes help.
