Podcasts downloads disappearing

My downloaded podcasts keep disappearing. It’s been happening for a while but today was the most annoying - I had to pause for a few minutes to do something and when I tried to resume the download was gone.

Remove Played Downloads is off. I only use one device so it isn’t a synching issue. It happens to automatically downloaded and manually downloaded podcasts. How can I prevent this?

I’ve seen this asked as few times but it’s never received an adequate response before the question is closed.
