How can I add airtag to my iphone 11 after adding it to ipad air? iphone does not see it....

Airtags are added to the AppleID … not to a specific device.
If the two devices are signed-in on the same AppleID, the tags should appear in FindMy -> Items on both.
First make sure that your iPad has good internet comms.
If the Airtags are still not appearing on the phone, make sure that you have a good internet connection and perform a power-off / restart cycle of the phone.
