how do you create a new iphone number? do you have to go into store or can you do it on the iphone without cancelling your contract?

The phone number is assigned by the mobile phone carrier.
You’ll need to establish service (either pre-paid or post-paid) w/ a mobile carrier, and they will “provision” your iPhone with a number via a SIM or eSIM.
You can then “update” this new phone number as needed on your AppleID and w/ various Apple services.
