Mac Mini loses connection with HDMI monitor whenever screen is locked

I have a 2018 Mac Mini. It is connected to a Samsung Odyssey G7 (LC32G75TQSNXZA) via HDMI. I have a second monitor connected to my Mac Mini via VGA-to-USB C.

After locking the screen of my Mac Mini, when I attempt to log back into my Mac Mini one of two things happen.

1) Both monitors turn back on but any Desktops that contained two tiled apps are gone, and those tiled apps are now individual full-screen apps.

OR

2) Only the second monitor connected to my Mac Mini will work, and the first monitor connected via HDMI never comes back.

• A restart does not work.
• The Mac Mini must be fully powered down and back on in order for the first monitor to work again.
• The monitor connected via VGA-to-USB C never fails.
• I've tried several different HDMI cables and the issues happen with each one.
• HDMI is set to 2.0 on the first monitor.
