Apple Watch Activation Lock

At my workplace, a client left their Apple Watch and it’s been over a year and they have not come back to get it. We don’t have any contact info about the owner. I tried to unlock it and the activation lock is on. Is there any way to get rid of it without the previous owners help?

I turned it into the office and they looked for the owner, posting on Facebook etc. after about six months, they still couldn’t find the owner and told me that I could have it.
