Question.. I have money in my apple account balance but when I try to buy something I don’t see my apple account balance there that I can choose from so I’m really mad that I spent money on gift cards but I can even use them

Your Apple ID account balance should be automatically applied to the purchase price before your credit card is charged. You do not have to do anything to make that happen.
