What’s the best way to send large video from my iPhone to another iPhone?

Depends how large:

Airdrop
Email if it is under 5 GB using→Mail Drop
Sync through iCloud if both phones are logged in to the same Apple ID
Sync using any other cloud service (Google One/Google Photos, Dropbox, box.com, etc)

By storing it in GoogleDrive / Dropbox or similar apps, then sharing it with your correspondent(s).
