Not unless both the iMac and the Mac mini meet the requirements.

If you are looking at buying a new Mac Mini, then you will need an external display to go with it.

It's not officially supported but if your 2009 iMac is 24" or 27" it should work as a display for the Mac mini. You will need a USB-C to Mini DisplayPort cable such as:
