Unlock disabled iPhone

Not possible to unlock / reset the phone unless you have a PC with iTunes installed on the device or a Mac.

If you forgot your iPhone passcode - Apple Support

If you have access to a Mac running Catalina or newer, restore it in the Finder. Otherwise, you can't.
