iphone sound muted when ipad is unlocked

When I am browsing in any capacity on my iPad and I get a text message my iPhone (while locked, beside me) it does not notify me with sound. I have synced/unsynced, on/off, mute/unmute, etc.

Does anyone know why and how to fix it?
