Assuming that both your iPad and iPhone are signed-in to iCloud with the same AppleID, to synchronise your contacts between devices you simply need to enable Contacts in iCloud.

On both devices:

Settings > [Your Name / AppleID] > iCloud > Contacts - set to ON
