Will apple replace my MacBook Pro if it doesn’t turn on?

My MacBook Pro won’t turn on… There has been no physical damage to the computer, in fact it hardly ever gets used. I just tried to get on it & it won’t turn on. I don’t even get a little bit of light on the screen to come up. I don’t have apple care but my laptop will not turn on due to no fault of my own, does apple fix it or replace it for no cost?

If it is no more that 14 days old, and you bought it direct from Apple they will refund or replace it at no cost.

If it is over 14 days and less than a year, they will repair it under warranty.

If it is over a year and you have AppleCare, they will get it going, but you will need to pay the copayment (a fraction of the total cost) to get the repair. If you do not have AppleCare, they can tell you what it will cost to "make it go", and you can decide.

Regardless, be sure you connect it to the charger and allow to charge all night. Your Mac will never over-charge.

If it's under the original warranty or AppleCare (or AppleCare+) then yes that seems like something where Apple or its authorized servicers will either replace or repair. In general the user doesn't have an option to demand a replacement. However, they'll look it over to determine if it's damage due to accident or misuse before repairing it.

I am no tech pro...but you probably first verified that it was connected and battery charged long enough, if it's not used often (battery), or then, if it's a Flashgate screen problem, which I have read and understood from many sites, that Mac Book Pro 2016 had. The computer works, but the screen doesn't, because of a small integrated default, so you don't know that the rest functions well unless your sound was on and you hear the little Apple start up sound . There has been a recall for Mac book pro 2016 13 inches, for that matter but not for other size screens, although some have that problem as well, like mine. I did not have any luck, but I will keep on trying to defend the idea that this issue fees should have been taken care of by Apple. Good luck.

This same thing has happened before, I’m thinking it’s just a malfunction with my computer. I can’t remember what they did last time, but I got it in 2017 so there is no warranty on it.

In that case, I wouldn't look to be getting a free repair. Certainly not a free replacement. There could be certain things that cause devices to not turn on (or even off). I've seen it before (twice) where it was in some sort of halfway state where it couldn't turn off properly but also couldn't turn on. I could hear a faint electronic buzz coming from the logic board. What I remember working was to remove the power to the logic board, although mine was a vintage where Apple explicitly approves of certain DIY work. Removing the power to the logic board was the only thing that allowed it to start off in a good state.

However, Apple steadfastly doesn't recommend the user touching anything inside with newer Mac notebook computers.

Your computer is way out of warranty. Perhaps if there's no cost in terms of parts, there might be a free fix, but in no way would they replace a 2017 model that no longer works. The only exceptions I know of come from special service programs for well known issues, and not just random failures.
