I can't cancel the iCloud storage plan
I am trying to cancel the iCloud storage plan that we no longer have the device that was using it.

You can use any device that is signed into the same Apple ID -- the storage plan is linked to your Apple ID, not to a specific device. If that doesn't help and the instructions in Downgrade or cancel your iCloud+ plan - Apple Support don't help, see the following from those instructions:
