My iPhone 13 Pro Max side button is unresponsive. I cannot turn off my phone. I also cannot Force Restart my phone. Is there another way to reboot the phone? If I let it run out of power and then plug it in, does that reboot the phone?

An Apple genius was able to force restart the phone and do a soft reboot. It now works fine. No one had any idea of why it stopped working. But the hardware was fine and the phone’s event log did not show a “panic kernel.” So we got to spend a pleasant afternoon in the Big City and we came home with a working phone and a much better phone case.
Open Settings ➢ General ➢ Shutdown.
I guess I failed to mention that I can’t open Settings. I can’t open any app.

The repair person could not fix the problem. It was described as a catastrophic software problem. We are now on our way to an Apple Store to get a replacement phone.
