I have transferred all data and am able to use iMessage on my new iPhone 13 Pro Max. However, I am unable to text anything other than iMessage phones and am unable to call or receive phone calls on that device. They still come in on my old iPhone

Your new phone needs to be activated by your cellular data provider in order to use their features, so contact yours.
