Activation lock on second hand iPhone purchase. What now?

I purchased an iPhone 11 Pro from OfferUp and when I went to pick it up everything was fine. When I got home to set it up it was activation locked. I tried contacting the individual I purchased the phone from but cannot get a hold of them any longer. What do I do?
