I am getting a message that my account is disabled when I try to change my payment card in App store as previous one was stolen.
My country (Serbia) is not listed as the country with Apple support so I don't know who to ask to fix this as there is no single reason why my account would be disabled.
Who should I contact about this issue?

It says If your account has been disabled in the App Store and iTunes Store contact apple support.
And I can't contact them since they do not provide support for my country. And my account is only disabled in the store
Can't follow it since the link to support doesn't contain my country in the country listing as I have written above
