cannot set fingerprint for iphone SE

When I try to complete the Touch ID setup, it says "Failed Unable to complete Touch ID setup. Please go back and try again." It does this before I can even try to add my fingerprint.

Just reloaded the phone from scratch, not from backup, at recommendation of tech at Apple Store.

It sounds like your Touch ID sensor is faulty. I would contact Apple to get it repaired - iPhone Repair - Official Apple Support
