Erasing Macbook

After erasing my Macbook and trying to reinstall High Sierra I get a popup that states "Could not create a reboot volume for APFS Install".

MacBook Pro 13″, macOS 10.13

Go to disk utility via Mac OS utilities

Select your internal ssd/hdd. Tick on erase in the control panel above, and erase it as AFPS

Why does Disk Utility show only macOS base system after erasing data in recovery mode? So when I launch recovery mode and look at my disk utility after erasing the internal data, I only see the MacOS base system is that normal? I have also tired a handful of times to redownload MacOS but some data is still there and doesn’t reboot to the normal start screen when you first but the MacBook.
