I cannot send or receive messages on my IPad. When I put the contact name then type a message, the contact name shows in red and the arrow to send the message isn’t there.

By message do you mean text messagae? iPad can't send SMS unless it is link up to an iphone like this Use Continuity to connect your Mac, iPhone, iPad, iPod touch, and Apple Watch - Apple Support
