unable to turn of Childs iMessage, Childs phone will only receive messages on wifi

-I have set up my daughters iPhone under family sharing (has separate Apple ID from my own)

-I am the organizer on family sharing

-her phone stopped sending/recieving text messages...... currently messages will only come thru when she is on wifi

-it was not like this previously.

-I can't find where to change this

-on daughters phone, the option to turn off iMessages is greyed out....will not let me turn off

wondering why text will not come in /or go out

-she does have text messages included in her cell phone plan.....so that's not the issue
