Re installing macOS

When I tried reinstalling macOS on my mac mini, I got an error message that said:

"No users available for authorization. An error occurred while reading the device owners. Ensure that some user is allowed to administer this computer."

I have two admins on this computer.

One important issue is that I have my OS installed onto an external thunderbolt SSD. System updates will not install. I am asked for authorization and then immediately bounced back to the "update available" screen in system preferences. I cannot select my external disk as startup disk, even though I am currently booted from it. I get the following error, the wording of which has no exact hits in google (terrifying): I get an error when attempting to update Safari that "You need to be an owner to install". Because of these issues, I completely reinstalled Mac OS to a blanked, repartitioned drive (still the external), creating a completely new administrator user. The problem persists. I read in one of these discussions, mentioned as sort of an offhand comment, that Monterey simply cannot update when its installed to an external drive. If this is true I cannot find any official documentation of it and it seems to be a serious limitation that wasn't an issue with Big Sur.

Mac Mini 2012 - Reinstall Question. I have a 2012 Mac mini that I wish to completely reinstall the Mac OS. I have gone through the Recovery Mode partition, but this fails when it tries to Authenticate against my Apple ID. I can't remember getting any Install disks with this Mac. Anyone know a work-around? Thanks.
