Is Messages Set Up on the Mac?:

Set up messages, and be certainty messaging is enable on your iPhone. You'd tether through your phone's Cellular services for this.

Setting Up Messages on a Mac:

Go Here:

then...

Restart the Mac:

Next, restart the Mac, having just set this up.
