Cannot access iCloud mail from anywhere

I cannot access iCloud mail from anywhere.

it failed when I try to fetch data from mail, and when I tried to open on web browser, I encounter this error (attached).

i am sure that I have turn on iCloud mail on the settings.

Any suggestion and advice?
