Mac Desktop and Mac Mini

Can I plug a new Mac mini into my 2017 iMac 21 inch running Monterey 12.4, so the iMac acts as a display screen and the Mini runs as its computer?

No. Your iMac is too new to be used as a display. See:

You purchase a proper external display and the correct cables for the preferred connection. I am using a 32-inch LG 4K HDR display with my M1 mini, and a Belkin HDMI 2.1 cable.
