You'll need to get the encryption password from the previous administrator to unlock the G-Drive. Once opened, remove the encryption, re-encrypt with your own password. It'll take some time for each step.
Although I haven't done it, I believe a quicker way is once the G-Drive is opened, copy the files to another volume, erase and reformat the G-Drive, encrypt it and copy the files bak to the G-Drive.

Just to be sure I understand ... are you asking how you can change the existing administrator account password for this Mac as you are the "new" administrator? ... or, are you asking since you are the new administrator how to change other passwords that were set by the previous administrator?

The previous administrator picked a password to enter the Time Machine G-Drive that backs up my iMac. Now that I am the administrator of my iMac, I want to change that password to one that I choose.
