iCloud for Windows Wont Sync (Read Only)

Here's the quick background: I have the iCloud service and pay for the 2 TB iCloud Storage, which I share with my family. 1.04 TB of the 2 TB is in use. I use my iCloud Storage extensively from a macMini, an iPhone, and an iPad. From these three devices, iCloud Storage works without problems.


I recently installed iCloud for Windows on my Windows computer (Windows 10 Pro v.21H2, MSI hardware, AMD silicon). I built this computer from parts primarily as a gaming system. The SSD has 1 TB capacity, with 250 GB free. This system is used for online gaming, so bandwidth is good.


I installed iCloud for Windows from the Windows Store. Windows Store reported that my computer met all system requirements; it installed version 13.4. In iCloud for Windows settings, the only service I've selected is iCloud. I unselected the other three services: Photos, Bookmarks, and Passwords.


iCloud Drive appeared in File Explorer; however, it took more than an hour for the file listing to appear. Now that the file appear, if I "right-click" a file, it takes more than 30 seconds for the popup menu to appear. When I select "Properties" the properties windows appears almost instantly.


From File Explorer I added one file folder and one 5 MB PDF file (within the new folder) to my iCloud Dive. I waited overnight, and this new file folder and file did not appear on my other devices. The status in File Explorer shows "Sync Pending."


I have assured system updates have been applied (except for upgrading to Windows 11), and I have performed multiple cycles of logging out/in, power on/off, and uninstall/reinstall of iCloud for Windows.


Has anyone had any experience with iCloud for Windows that may explain this errant behavior?

If you are having difficulty uploading content to iCloud, begin by following the guidance found here, under the heading titled, "If your files don't update to iCloud Drive":


Access iCloud Drive files from your iPhone and other devices - Apple Support


Check these things first:
Make sure that you have enough iCloud storage. If you need more space in iCloud, you can buy more iCloud storage or free up space by deleting content.
Sign in to iCloud on all of your devices and turn on iCloud Drive.
Make sure that you have an active Internet connection on your Mac and on your iPhone, iPad, and iPod touch.
Install the latest versions of Pages, Numbers, and Keynote. See which versions of Pages, Numbers, and Keynote you can use with iCloud Drive.
Create a new document and save it to see if it uploads to iCloud. If it does, see if your other documents start uploading.
If you tried these steps and your files still don’t upload to iCloud, stay signed in to iCloud and save your updated files to a different folder on your Mac or PC. Then contact Apple Support for more help.
