Parental or work controls

How can you know for sure that no one has this on ur iPhone or or iCloud account?

and how can you know if ur iCloud account is signed up for any apple programs?

Look in Settings > and click your name at the top. If Find My is on or can be turned on, it is not signed into anyone else's iCloud account. If you go to Settings > General > VPN & Device Management, and don't see any configuration profiles, your device is not managed. That said, if your device is registered to an Apple Business/School Manager account but was not set up in MDM, it could still be locked to that org, and could become managed when reset. If you don't erase all content and settings, then this does not apply.
