Activation lock on second hand ipad 3

I bought the 3rd generation ipad at a thrift store and it is lock. There is no way of contacting the original owner and for the proof of purchase the receipt doesn't have the ipad as the description it has it as a collectable. Will apple still be able to unlock it.
