New iCloud Terms and Conditions Keeps Repeating

My 2021 16 inch MacBook Pro running OS Monterey 12.2.1 keeps requesting I sign the new iCloud Terms and Conditions. No matter what I do, the message notification keeps showing up, and brings up the iCloud preferences panel with the new iCloud Terms and Conditions. When I click Agree, the Terms and Conditions go away, but there is no status change on the iCloud Preferences window and the notification pops back up. There are numerous other posts on the discussion forum of this nature. This is an Apple bug and needs to be fixed.
