iPhone 13 new skipping battery percentage, every time I do a reboot it goes down by 2 percentage every time, and while it’s on it does it as well. Staying on a percent for bout 5 mins then I look back at the percentage and It goes down by 2 every time what the **** this phone is brand new !!

Hello Azthesav2, If you have tried charging your new iPhone with a good cord and power adapter and are still having issues I would give Apple Support a call as this shouldn’t be happening. If an Apple Store is close to you that would be even better to have the battery checked.
