How to add a child to Family Sharing?

You're really talking about two unrelated things.
You birthday change question is discussed in the link provided in another reply. However, if you absolutely must change it then contact Apple and see if they can help:
Contact Apple. Click here --> Choose your country or region - Official Apple Support Select your country, then a product. If you don't see one that handles your issue then keep experimenting with selections until you reach one that gets you a chat session or a telephone call and get the representative to redirect you.

Contact Apple for support and service --> "See a list of Apple phone numbers around the world."

You don't need to change a birthday to move the account to a different Family group. However, to transfer a "child" to another family you have to do it in a particular way:
Move a child to another group using Family Sharing - Move a child to another group using Family Sharing - Apple Support - "While you can't remove a child under 13 years old from your family group, you can move them to another group."
If this is an adult account then have the person leave one family and join the other.

The Apple Support page is quite explicit that the date can’t be changed. (at least not ‘till the child is 13).
“… Be sure to enter the correct birth date — you can't change it later …”
