Lost phone tracking is off
I miss placed my iPhone. And the tracking is off on it. Is there anyway I can set up find my iPhone from a different iPad or Mac computer?

If you mean Find My Phone was not enabled on the iPhone, then unfortunately no way to track the device.
If Find My was enabled, the iPhone will need to be powered on with an Internet connection in order to be located.
