When trying to set up the iPhone X, it says Unable to Activate. An update is required to activate your iPhone. What should I do?

Activating my iphone 11 an update is recuired to activate your iphone problem. i do reset complete my iphone 11 and when i was trying to activated again is showing me the message unable to activate and that i need to update in order to activate my phone. I can’t update.
