i have 2 iphones on my verizon cellphone plan ... i pay 9.99 monthly for 2tb of storage ... but my second phone is not being backed up ... do i have to share somewhere for both to be backed up

You need to be sure your iPhones are both signed in with the same Apple ID, with the one you bought 2TB of storage.

If they do use separate AppleIDs then set up family sharing and share the one iCloud from the one paying for the 2TB plan with the other one.
If they do both use the same single AppleID then make sure each device has its own unique device name (the backup name is the device name).
