iPhone to ipad messaging issue

I read the previous answer from Axel regarding iPhone to ipad messaging issue. My issue is when I checked to make sure the ipad (9th generation) had under settings, send and receive, the correct information, my iPad only shows my email not my cellphone number. This does not allow me to add new contacts unless my current contacts send me a message and then I edit number to name on ipad. Can I add under settings, (send and receive) my cell phone number along with my email. If I can how do I do this?

I hope I explained this clearly.

An iPad by itself cannot receive SMS (non-iMessage) text messages unless you own an iPhone. To ensure you get text messages from everyone on your iPad, you use text message forwarding from your iPhone to your iPad.

On your iPhone, open Settings app, then tap Messages. Go to Send and Receive and make sure both your cell and email are checked. Make sure you have Send as SMS turned on. Then go to Text Message Forwarding and make sure your iPad is selected.

If you don't have an iPhone, you will be limited to text communications with other iOS based (iPhone, iPad, iPod Touch) users.

Turn off iMessage and FaceTime on all of your iOS devices and wait a few minutes. Then turn them back on. The syncing of a phone number is done automatically since we only have the option to add another email address and not a phone number.

Are there different new iPads that do not work with iPhone messaging? I ask because my iPad only shows a connection to email under settings. How can i change it to accept both email and iPhone cell number?

No. There are no new iPad's which won't work with Text Message forwarding. The directions I provided above require you to set the forwarding up on your iPad. Are you signed into both devices using the SAME Apple ID? On your iPad, go to Settings > Messages > Send & Receive and make sure both your cell phone number and email are checked.
