My iPhone 13 is up to date but my Apple Watch 3 won't pair

I bought an Apple Watch 3. When I try to pair it to my iPhone 13 it says my iPhone 13 needs a software update but I am running iOS 15.5 (and states it's up to date).

Any ideas how to fix this issue?
