My iPhone XR has been locked up I forgot my iCloud and iCloud password and I don’t know what to do they said I could text you and send you the picture of this paper and the phone and send you the phone number and you can unlock it I was just hoping that would work

If you can't change or reset your password
If you tried the previous steps and were unable to change or reset your password, try these steps instead.
After you reset your password, you'll be asked to sign in again with your new password. You also might need to update your password in Settings on your devices.
