Color outlines in Numbers cells

I think that I am doing my normal editing in Numbers tables. But I get these bold color cell outlines and I do not know what it is telling me. Sometimes it's a cell and sometimes it's the entire table. Can anyone tell me the state my Numbers sheet must be in to cause thisz/
