Tap to Download in Messages not working

I would like to view some older attachments in Message, but the file is replaced by "Tap to Download", which does nothing when I tap. I have enough space on my iPhone 12 and iCloud, it is running iOS 15.5, and my VPN is off. The files I can't view are VCF, PNG, JPG, JPEG, GIF, and HEIC -- pretty much any type of attachment I might receive via Messages. What is going on here and how can I view my files?

I had another Apple ID about 4 years ago, but the photos were taken as recently as Aug 2021. Maybe the messages were never signed out of the old Apple ID? I don't know how I could have deleted them from iCloud, at least not intentionally since I can't even see where they are stored there. Also, I think this problem is somehow related to me getting a new phone in July 2021. I have my old iPhone 7 and found the messages with the attachments on that phone. I'm trying to use iMazing to retrieve them, but not having much luck with that software and their tech support has not yet responded.


Can you suggest another way of getting these attachments on my old phone downloaded to my computer without screwing up the connection my new phone has with my computer? I use Catalina on my old Macbook Pro, so iTunes is gone. Thanks!
