Thank you for using Apple Support Communities. It sounds like you're experiencing issues with your photos. Specifically, you're noticing some image quality issues. If so, we'd like to try and help out. Currently, are you syncing your photos with iCloud? If so, check to see if you have "Optimize iPhone Storage" enabled: Manage your photo and video storage - Apple Support
Under "Store your photos and videos in iCloud", it states the following:
With Optimize Storage, smaller, space-saving photos and videos are kept on your device while all of your original, full-resolution versions are stored in iCloud.
If you're not syncing your photos with iCloud, try force closing the Photos app and then restart your iPhone:

Additionally, if you have any pending updates, it would be a good idea to install those updates. Updating your device can sometimes resolve various issues: Update your iPhone, iPad, or iPod touch - Apple Support
1.) Back up your device using iCloud or your computer.
2.) Plug your device into power and connect to the internet with Wi-Fi.
3.) Go to Settings > General, then tap Software Update.
4.) If you see two software update options available, choose the one that you want to install.
5.) Tap Install Now. If you see Download and Install instead, tap it to download the update, enter your passcode, then tap Install Now. If you don't know your passcode, learn what to do.
