Do I understand this correctly? Apple wants me to pay 25$ per year to access my own music from iCloud?

I am just trying to upload my iTunes library from cloud to my iPhone. Research is telling me that the only way to do this is to pay Apple for some I application called I match in order to get this music from I cloud to my phone ($25.00/year). Does this sound right?

The gall of apple just does not stop to amaze me. It's my music and I already pay for I cloud storage.

Geez.

If you purchased them from iTunes, they are available for download from the store at any time without additional charge.

if they are music files on your hard drive and they are not from the iTunes Store, yes you have to use iTunes Match to have them available for download.

Your iTunes library is not in iCloud. It is in iTunes on your computer (or the Music app on a Mac). You can sync your music to your phone from your computer, regardless of where the music came from: iTunes purchases, MP3s, ripped CDs, ripped vinyl, wherever.

Music purchased from iTunes can be downloaded directly onto your iPhone, but music from other sources must be synced from iTunes on your computer, as described in this support link→Sync your iPhone, iPad, or iPod touch using your computer using USB - Apple Support

Apple offers an OPTIONAL service that uploads all of your non-iTunes purchases to Apple’s servers, where they can be downloaded to your iPhone; it is called iTunes Match. But you don’t need to use iTunes Match just to transfer music from your computer to your iPhone.
