If you’re using iCloud photo, yes. iCloud photo is not an archival backup. It is a synchronization service that keeps your photo library sync’d across all your devices.

To remove photos from the device you will need to archive them somewhere first - copy them to a computer or some other online archival storage like DropBox before you delete them.
